As far as is known and verified many times recently,
a simple HTTP UK PROXY, even if not yet blocked
by the BBC, will fail to get you a TV .flv file from overseas.
FRD's bbc.co.uk plugin v1.3.1 relies upon
RTMP streams to fetch iPlayer TV; since more than
a year ago both available CDNs
(akamai "vod-rtmp-uk-live.edgesuite.net" & limelight
"bbcfmt.fcod.llnwd.net") have been geo-blocked
at server level.
Level3 CDN that used to deliver 720p TV files and
was not blocked, was decommissioned for that very
reason (to stop overseas access of HD files).
If you configure FRD to use a specific UK HTTP proxy,
then Tor plugin will be disabled but, as said, an .srt subs
file is all you'll get.
If you don't use a UK HTTP proxy in FRD and have enabled
Tor inside bbc.co.uk plugin v1.3.1 options, then again at best
(after a number of "Cancel and Resume" cycles) you'll only
get the subs.
If you configure FRD to use a non-blocked SOCKS4 proxy,
that
may work with TV RTMP downloads, but use of
SOCKS proxy again disables Tor plugin with the BBC
(so does the use of a full-blown VPN connection).
If you are using a custom HTTP/SOCKS proxy or VPN
to download BBC TV (possibly the AdobeHDS/AppleHLS streams)
with some other tool, then I fail to see why that fact
would be related to what FRD does (or doesn't do,
for that matter!).

That particular message you are getting has been added
in the recent ITV.com plugin update and should be issued
under the following scenario:
1. YOU ARE NOT USING ANY METHOD
OF SPOOFING YOUR LOCATION TO BE IN THE UK.
(If you are, then by acquiring beforehand a UK IP
address, the Tor plugin responsible for the above message
should've been disabled!).
2. The (random) UK Tor exit node you connected to
via the Tor plugin has been blacklisted by ITV.
BBC and ITV are completely different providers
and block overseas access via different methods
(and quite possibly impose different IP blacklists).
Trying the suggestion in the error message may
eventually work...
If in fact you are getting the posted error message
by employing some location spoofing technique
(other than FRD's Tor plugin), then it is possible
that your method has been blocked by ITV, too,
and the message itself is deceptive; it would then
mean a design flaw in the recent ITV plugin,
where "UK Tor exit nodes" shouldn't have been mentioned
(more likely your "acquired" UK IP address has
been blocked - or "This video is not available
in your area" the BBC plugin produces...).
Have you tried the repeated "Cancel and Resume" method?
In order for your issue to get proper attention
1. Post full FRD app.log
2. Post in the body of your message any
additional info that would help the devs, e.g.
a) OS version
b) JRE (with details about installed - or not - UnlimitedJCEJDK files)
c) Physical location
d) Any technique employed to mask real physical location,
especially if used alongside FRD
