getting advance of ISP speed acceleration

Hey,
well, my ISP has about 30 or 60 seconds internet acceleration (double speed).

I don't know if it isn't against something (corrupted file as result or share server unpredicting behaving) or nobody but me would appreciate this function, but would be nice to be able to set [number of seconds] and [on/off] checkbox somewhere in settings to switch it on.

That function would stop and immediatelly restart downloading after each previously set amount of seconds.
