"manifest=f4m" tells me they are using AdobeHDS streaming method (over HTTP); 99.9% it is encrypted
(and not crackable), much like FOX and CBS in the US...
If the cbc.ca FRD plugin uses some legacy RTMP infrastructure (as does the cbs.com one),
it may not work with above VPNs, because most of them have only ports 80 (http) & 443 (https) open;
RTMP uses by default port 1935; but the plugin could be modified to try ports 80/443, much like
the bbc plugin has been...
Tor or a Canadian HTTP proxy would work only if the CDN (rtmp) server is not geo-blocked;
else you are left with only the VPN (or an SSH tunnel to CA) option...

which is NOT a good sign to begin with...
