RapidShare don't working

My speed is always on 0 and avg.speed 30 kb/s help please

That is how RapidShare works. Have you tried with your browser?

They send bytes fast for a small while and then pause for a longer while, so that the average speed is 30kbps.

If you are unhappy with this, you'll have to complain to the RapidShare support.
