New pause option (soft pause?): pausing a download will set the download speed of the file to 0.001 kbps, so if you are downloading a file from a service that doesn't support resume, you don't have to start all over again.

Interesting idea. You can actually do this already -- set the speed limit in Options > Preferences > Connections > File speed limiter, and then enable it by right clicking the file and choosing Set Download Limit.
