I'm using the default java that comes with Mint 13 Mate. The Software Manager entry says:

It was already disabled. Now that I think of it, maybe the automatic check for new plugins starts with each version upgrade regardless of this setting. Does it?

I love the captcha zoom feature!

I can't help you with it, since it's a bug in your installed JRE. You have to use Oracle's JRE if possible
from [www.java.com]
You can also delete all *.xml files from config directory, but I am not sure if it helps (probably not).

change the setting in preferences "Plugins" option then the Updates tab

Good news, I installed Oracle's java and the error messages disappeared. So far so good.

Interesting. Seems that the Ubuntu/Mint version of OpenJDK doesn't have this field (unlike the regular OpenJDK). I'll see what I can do. In any case the exception is harmless since OpenJDK doesn't have cryptography restrictions.

Hello, error on initial start. request the check for new plugins at startup should be set to unchecked default. The captcha zoom is nice feature. Request button to select new captcha in captcha dialog.

What error?

Why? People would be running outdated plugins and complaining when they don't work.

You can just leave the field blank and press OK.
