plugins, version update, youtube and other plugins not working

as i briefly said, updates for both new versions and plugins are not working. and i can't download from youtube and other sites
i get errors: connection error-refused to connect
UPDATE: i'm sorry this was a fool of me, i accidently played with proxy earlier, then i hadn't turned it back
