Setting all plugins to a max of 4 downloads

Is there a way I can edit the config file with something like Notepad++ or HexEdit to do a global search & replace for every plugin that supports 10 or 100 simultaneous downloads and replace every 10 and 100 with a 4 to limit it to 4 maximum?
I run FRD in the background and want to limit the connections, but there are tons of plugins.

If there isn't, is there a way to copy the configuration I had for the plugins on my old Windows 7 computer to the brand new Windows 10 computer? Just about every site I've used has been modified on the Windows 7 computer if it had more than 4 downloads.
I'm not sure what file to copy or where it is located. I copied the entire FRD directory when installing it on Windows 10.

If the UI has something built-in to do this other than one plugin at a time, please tell me how to use it.

You can limit the overall connections by setting "Preferences > Connections Tab > Max concurrent downloads" to 4.
