Sorry but I don't know what the problem could be. I have it set up exactly as you do and it works just fine for me.

I had similar problem while building with ant, not while compiling, it compiled just fine. I renamed 'dev' folder to 'devapp', the problem solved.

I think that it would be nice to have compilable IntelliJ project file in repository. A lots of open-source projects do it this way.
